What is a local (agreement) compact?

A local compact or agreement is a way of ensuring that local people can have a real input into local decision making. Local agreements provide the opportunity for the partner organisations, in this case the North Whitley Tenants and Residents Team, Affinity and Reading Borough Council (RBC) to work together to tackle issues and areas of concern for local people. It is an opportunity to strengthen opportunities resident involvement but also to work wider than tenant involvement and housing management issues.

A local agreement sets out how partners within the area will work together to tackle issues of local concern through an action plan that can be monitored and measured. The local Tenant Group owns the agreement, in this case the North Whitley and Residents Tenant Team and works to ensure local people are involved in developing solutions to improve local housing services.

The agreement will set out:

  • What the issues are,
  • How they are to be tackled,
  • Who is responsible for ensuring improvement and
  • How we will know we are achieving improvements

The North Whitley PFI tenant compact is a partnership agreement between the North Whitley Tenants and Residents Team, Affinity (Reading) Limited, Reading Borough Council and local people.

The agreement recognises however that some issues raised may be outside the scope of Affinity or RBC Housing Services. In these cases Affinity and RBC would assist in identifying partner organisations that can support the Tenants and Residents Team.
